「冷たい」は、物や飲み物の温度が低いときや、水や氷にさわって感じるときに使います。
"冷たい" is used when the temperature of things or drinks is low, or when you touch water or ice and feel it.
人の態度がやさしくなくて心が温かくないときにも「冷たい人」と言います。
When a person's attitude is not kind and their heart is not warm, they are also called a "冷たい人".
