「怒る」は、いやなことがあって気持ちが強くなる時に使います。
"怒る" is used when you feel strong emotions because something unpleasant happened.
人が悪いことをした時に、大きな声で言うことも「怒る」と言います。
When someone does something bad and you say it loudly, that is also called "怒る".
