"母親" refers to a woman who has given birth to or raises a child.
「母」より少しかたい言い方で、自分の母だけでなく、ほかの人の母を話すときにも使います。
It is a slightly more formal term than "母" and is used not only for one's own mother but also when talking about others' mothers.
